Inclusive Financial Integrity: A Toolkit for Policymakers

Given the importance of both financial inclusion and Anti-Money Laundering and Countering the Financing of Terrorism (AML-CFT) to a country’s sustainable development, there are opportunities to support the implementation of both processes in a mutually reinforcing manner.

Complying with global AML-CFT standards brings many benefits but should not come at the expense of enabling the participation of low-income and vulnerable communities in the formal financial system. This toolkit provides practical guidance on aligning financial inclusion and AML-CFT outcomes with respect to the formulation and implementation of related policy and regulation. It has been developed with reference to FATF Recommendations as well as risk-based approach guidance relating thereto. This toolkit was developed by the AFI Global Standards and Proportionality Working Group (GSPWG) in partnership with the Centre for Financial Regulation and Inclusion (Cenfri).
